This is a very commendable initiative. We've been working on such assignment head on for months, especially on the aspect of proposing new models. Here it is. Last month, as Trustless Computing Association we published what is the most important text we ever produced since our founding 8 years ago. It puts forth a detailed and uniquely-comprehensive proposal of how a critical mass of states could and should harness the IT and AI revolutions for the global public good by creating 3 new inter-governmental organizations. If you find it worth reading and interesting, we'd be glad to receive your suggestions or criticism, in the comments or via email, as we are working on a version 2, and an academic paper, for the end of September to presented at a dedicated event in Geneva: https://www.linkedin.com/posts/trustless-computing-association_in-this-long-post-and-paper-that-we-believe-activity-7079855120737275905-B219?utm_source=share&utm_medium=member_android
