Why are fund payouts filtered as Community Posts?

Since EA Funds are heavily recommended by many introductory EA sources, it seems to me that payout reports are too important to put in the "Community" category. For a typical donor following mainstream EA advice, EA Fund payouts are directly relevant, not just in a meta-level community sense.

Are there reasons I'm missing, or a stronger straightforward case than I see for this decision?

On second thought, you're probably right about the categorization scheme. Some Funds-related posts are more clearly "community" (e.g. a notice that a new fund manager has joined), but in theory, even someone new to EA can learn from Funds reports. I'll make sure to Frontpage those in future.
