I’m looking for critical feedback on a boundary condition that I think is still under-specified in AI governance:

human oversight may continue to exist formally, while practical intervention has already become ineffective.

In that situation, governance has not disappeared. Oversight may still exist on paper, in review procedures, or in institutional roles. But the relevant question is whether humans can still exercise effective refusal before the consequences become irreversible.

The core question of LUMINA-30 is:

Can effective human refusal still be exercised before irreversible consequences occur?

LUMINA-30 is not intended as a general AI ethics manifesto, and it is not a claim that all advanced AI failures follow one pattern. It is an attempt to define a specific boundary condition: the point at which human oversight stops functioning as operational control and becomes only formal or procedural.

The feedback I would most value is on the framing itself:

1. Is “effective human refusal before irreversibility” a useful criterion for AI governance?
2. Does the distinction between formal oversight and practically effective intervention help clarify loss-of-control or governance-failure scenarios?
3. Are there existing frameworks that already capture this boundary better?
4. What would make this more useful for incident review, frontier AI governance, infrastructure-level safety, or institutional decision-making?

I would especially appreciate criticism from people working on AI governance, AI safety, incident review, institutional design, frontier risk, or loss-of-control scenarios.
