This is how you turn a fast grants program into an NIH process!
Grant questions should be about getting info from the best applicants as fast as possible in order to filter them down, not pushing applicants to "think more" up front about things you think are "under-prioritized"
The costs of adding this overhead are much larger than you seem to appreciate
