The world is focused on Afghan now and everyone feels sympathetic for its people. Here is some information I collected. Due to the constrained time, the summary is really rough, but I hope it can open up the discussion about what's the best approach.

Charity ratings: Charity watch groups name us as a top-rated children’s charity among other children’s charities and non-profit organizations. Included among these charity rankings are a four-star rating from Charity Navigator, an A rating from GenderFair and an A- rating from CharityWatch.

2. International Rescue Committee (IRC)

The IRC does not have effective policy in BBB Wise Giving Alliance’s accountability standards.

Real project: Cash Transfer have a wide range of cost efficiency, from a minimum of 14 cents for every dollar transferred up to $1.32 for every dollar transferred. For your reference, a very cost-effective NGO, GiveDirectly, transfer1 dollar at the cost of about 20 cents(17/83) according to Givewell.

Thanks Alene! Hopefully this is helpful to you. It seems that few studies are done on how to evaluate the impact of rescues under emergent context among EAs, so I am also a bit confused about how to utilize these information.
