The European Journal of Operations Research (EJOR) just published a  special issue on the role of operational research in future epidemics/ pandemics (see Why EA needs OR for more background on operations research).

Despite the title, most papers focus on COVID-19, but nonetheless demonstrate the relevance of such models for biosecurity more broadly. See the intro to the special issue for longer paper summaries.
